I't's hard to read Shakespeare's mind, but I do recall Prudence Jones quoting some Afrocentric writer about this in "Cleopatra: a sourcebook" (2006, University of Oklahoma Press). Cleopatra's skin tone is perhaps symbolic or a projection of 17th c. European ideas about Egyptians?
