Minimum wage should be tied to the cost of living in the area, i.e., states like NY or CA where is is very expensive to live/buy a home should have a higher minimum wage than say MS or AL where the COL is much lower.

This makes sense. There would be a national minimum base pay, then locality minimum rates. I'm fine with a federal minimum of $12. There are place where that is livable. Individual states and cities should be allowed/encouraged to go higher.
