It’s already legal to do this. Insurance companies didn’t do it because they had to comply with multiple rules across all the states.

Nothing good. It’s a race to the bottom as insurance companies will sell junk plans based on the worst regulations from the states with the most lax laws. It’s one of those things that sounds good but isn’t.
