1 Local candidates in my area are not getting money from thus agreement. I work with about 10 local campaigns and they haven’t seen any of it. 2. I was referring to DONORS. Having run for Congress twice, the donor class focuses on the high profile races and ignores these others.

This was my experience as well. State party help typically only extends down as far as state legislative races. Municipal and county level races are left to county parties which are responsible for their own fundraising. At least, that’s how it works in North Carolina.
