IOW, virtually all COVID deaths are excess; if the pandemic had been properly managed, we would have had a non-zero number. Probably in the teens. So tens of thousands of these COVID deaths are excess.

COVID deaths are literally in excess not virtually. That was my point. I just find the language - like military theatre, for example - obscures the depravity of the circumstance.
