I disagree. People make use of the healthcare system differently. On average the population's costs may go down, but individual costs will vary. i.e If I never go to the doctor, I will only see a tax increase.

This isn’t necessarily true, unless you don’t have insurance at all. If you have insurance, you pay premiums for insurance, either directly or because your employer pays them rather than paying you in salary. So if you, or someone on your behalf pays premiums, your “costs”

Will be less. Now if you don’t have insurance at all, then you are correct: your overall costs will go up in exchange for knowing that if catastrophe strikes, you won’t go bankrupt or die from lack of care. And you are correct that this is related to population
