If they're sleeping under overpasses or on pizza boxes then it sounds like they've evaded border patrol.
These are the people who were sent to Mexico by CBP. They didn’t *evade* CBP, they were sent across the border *by* CBP where there is no safe infrastructure for them to access shelter, food, water.
