I like the unquestioned love of this and these are the doctors and medical people I want treating me. But I do wonder if sometimes it's like continually insuring people who live in the flood plain.

No. People with addiction have a medical illness and they deserve treatment, just like diabetics and cancer patients. People who build in flood plains are making poor decisions. What we shouldn’t be doing is *subsidizing* flood insurance. They should pay the full cost.
