Ahhhh I see. In order to do this we need an expedited Dem Congress to pass it. As for the medicaid part I don't know how we prevent GOP obstruction because they seem to always find a way.

There is an ongoing push to expand Medicaid via ballot initiative. It was successful in Maine, and will likely pass in Idaho and Utah. By 2020, up to 40 states will have expanded Medicaid, and if a Dem wins, states controlled by Rs will expand as well b/c ACA repeal would be dead
