Our eunuch Congress is its own worst enemy. They often have the opportunity to get out in front of issues, but they'd rather dodge the political bullets and have it decided judicially or through executive action. Safety through impotence.
-
The Constitution created a eunuch Congress by dividing it into two chambers and making each chamber beholden to a separate electorate. Lots of members of Congress take political bullets, but they can't get legislation through the veto points.

Seems forgiving of tyrannical abuse of power. There will always be unscrupulous tyrants who want to use power for their ends. Formal and informal constraints on the exercise of power are essential to a functioning democracy. This is an element of SoP you seem to ignore.
-
There is no such thing as a functioning democracy. Humanity has always been and always will be ruled by the rich. All humanity has ever been able to do is to decide who is rich.
