Becomes evident. The guards have no opportunity to arrest anyone or to write a report. All they can do is catch the thieves, get the foods back, and send them out the door, otherwise, they would be filling out hundreds of forms every day X every drug store in SF getting hit …

This is just one haul from one burglar over the course of a few minutes being restocked. “Crime is Down” is an absurd lie because it is impossible to report and record every burglary, every car break-in, every strong-arm robbery, etc. The lie needs to stop.
