In reading the article you linked I noted that (C) is one step above Unclassified and two steps below Top Secret. Much ado about nothing in stolen emails, IMHO.

Yes, that much is certain. Sharing C information through unknown, insecure channels is not good and against people's training, but it's not as bad as what Snowden or Manning leaked, for example.
