"without losing any quality" is inherently impossible. Why are you trying to convert from h164 to h265?

if HEVC is saving you 50% then either your H264 encoder sucks or your quality is ending up worse (assuming it's not just misestimating)

These days, the answer to storage issues is almost always to buy more storage. Multi-terabyte storage is so cheap there's just no reason to muck around with transcoding and irreversibly losing quality when you can just throw more disks at the problem.
