How prevalent is [terminal] devoicing in non-Tokyo accents? I noticed Tokyoites eliding terminal u and i all the time, but Kansai folk seem to prefer vowel shifts instead.

Not quite sure,as I’ve only studied standard dialect in detail. That said, I usually encourage people to study standard dialect, even if they live outside Tokyo, as it’s usually what they use in the classroom. Things can get a bit disjointed otherwise imho.
