Come on! It’s poor writing pure and simple. That is not due to the fact that the writer is Japanese. Any college English teacher will attest to that.
I forgot it's 2020. Replace "Japanese person's writing" with "Person who I assume is Japanese only because he is writing in Japanese, happens to have poor writing (though I recognize his writing is not poor *because* he is or is not Japanese.)"
