I live in a first floor in a building near the Edogawa river...how do I know if I should evacuate???? I mean, better safe than sorry...but is it really safer to go out to a shelter now????
Get in touch with someone in your area that can help. Can’t say from here as I can’t see what it’s like but things are likely to get much worse.
