I'm sorry for any miscommunication about this. Payoneer is only available for folks who can select non USA person on that list.
@PatreonSupport I was told that even as an American living outside the US, I can use Payoneer to receive payments. I don't see this option anywhere, however, on my payout preferences page (I was told by staff to select the 'USA person or corporation' option). Can you help me?
