    In essence, this is the EU attempting to keep its foot in both doors. Clumsy as it may be, triggering the dispute mechanism is to placate the US in an attempt to buy time, whilst deciding not to advance with the dispute is an attempt to preserve the JCPOA.

    The thinking behind this is derived from Herman Kahn. It is the idea that nuclear arms can be used in a limited way and that this need not escalate to all out nuclear confrontation. The US now even believes that a limited strike may "restore strategic stability".

    The idea that the US is now considering a first strike is more than implied by this combination of theory and deployment, it is promised. This is not fated, but as the US throws its weight around to maintain itself, it is clearly the road we're on.

    The thinking is really that the NEP-style socialism was the superior model, primarily because it allows a socialist state in a predominately capitalist global economy to take advantage of trade, technology transfer, etc.

    I think the Belt and Road Initiative is meant to build the productive forces in China's neighbors so as to make the transition to advanced socialism in China sustainable w/ more partners. Incidentally, this also debunks the notion that the BRI is "imperialism"

    But also, China has plans expand its geopolitical presence through programs like the Belt and Road Initiative that would not necessarily make sense outside the current system. I might be wrong, but I believe there is a desire to see other nations adopt socialist market econ.

    What this means is that US capital is losing the battle overseas. The contradictions of imperialism in the face of competition from modern socialist development are proving too much to overcome. The force of China's model is simply too much to stop.

    The US has no adequate response to this that doesnt involve direct military action. It can't do Marshall plans anymore and no one wants them. The World Bank/IMF have been thoroughly discredited as a development model. China is filling the void with it's socialist market economy
