I suspect it was designed to measure the consuming habits of the unbanked around the world and send that telemetry back to member companies. Cutting out the Goldman's of the world. The eventual goal is product and financial monetization of most of the underdeveloped world. Close?

LSD was designed to be an industrial lubricant. Not everything is used exactly as designed. It's clear the central banks/regulators are incredibly skeptical of Facebook controlling money. FB should demonstrate it's a responsible entity before moving into finance.
