Libra is NOT a blockchain. Data structure of the ledger history is a set of signed ledger states and not a chain of blocks, which get mined and have a proof-of-work consensus. It's a centralized (through partners) and NOT censorship-resistant payment network.

Libra is really just a Proof of Authority DLT platform, nothing innovating at all. It's not a blockchain from a technical perspective, but end users won't know the difference
