Rosemary A. DiCarlo’s posts

Nearly two weeks on, it is painfully clear that those suffering the most after Russia's invasion of #Ukraine are civilians - killed, wounded, displaced. This war is senseless. We are ready to support all good-faith efforts at negotiation to end the bloodshed.

I'm extremely concerned and disappointed over the reported decision by the #Taliban to keep girls out of high schools and classes above grade six. This is not only a denial of fundamental rights. It goes against the facto authorities' own commitments. Open the schools for all.

75 years ago today, the Charter was signed in San Francisco. A declaration of unity of purpose after the ravages of the Second World War, it set out our mission: “to save succeeding generations from the scourge of war”. It guides us to this day.

#Ukraine's cities are being devastated. Civilians are dying. Indiscriminate attacks, including those using cluster munitions, of a nature to strike military objectives and civilians or civilian objects without discrimination are prohibited by international law. Stop the war now.

.@DicarloRosemary on #Ukraine: The need for negotiations to stop the war could not be more urgent. The logic of dialogue and diplomacy must prevail over the logic of war. Full remarks: dppa.un.org/en/ukraine-log

Somalis have come a long way in stabilizing the country and setting it firmly on the path to lasting peace and democracy. Inclusive elections are essential. I urge Somali leaders to resume dialogue and I reiterate our full support. ( photo, 2019)

Just met with Ukrainian civil society reps and heard testimonies and information on the grave humanitarian and human rights situation in #Ukraine due to the Russian invasion. Cessation of hostilities, safe passage for civilians and aid, and accountability are urgently needed.

The war in Ukraine has created a humanitarian and human rights catastrophe, traumatized a generation of children, and accelerated the global food and energy crises. It must stop in line with the UN Charter and international law.

Briefing the Security Council this afternoon on #Ukraine, Under-Secretary-General @DicarloRosemary said the grave damage the war has caused would pale in comparison with the consequences of a prolonged conflict. Full remarks: dppa.un.org/en/dicarlo-war

One month since the start of the Russian invasion of #Ukraine, the devastation is unconscionable. There’s no end in sight to this unjustifiable war and its repeated attacks against civilians. The people of Ukraine need peace. The time for serious talks to end the fighting is now.

Getting ready to brief the Security Council again on the alarming situation in and around #Ukraine. It’s not too late to give diplomacy a chance. The risk of a wider conflict, and the loss of life and destruction it would entail, is utterly unacceptable.

I welcome the Security Council resolution on #COVID19 demanding a cessation of hostilities in situations on its agenda & recognizing the Secretary-General's global ceasefire appeal. Let's now truly press conflict parties to silence the guns and focus on fighting the common enemy.

Deeply concerned over the situation in #Afghanistan. Again, civilians are bearing the brunt of the violence. One thing is clear from the country’s recent history: durable peace and development will not be achieved militarily. We're ready to contribute to a negotiated settlement.

International humanitarian law is clear: direct attacks on civilians are prohibited. Yet, the magnitude of civilian casualties & the destruction of civilian infrastructure in #Ukraine can’t be denied. This demands a thorough investigation & accountability.

Met with key international stakeholders on #Somalia today. Recent political developments in the country are very worrisome. I urge Somali leaders to resume dialogue to implement the 17 Sept electoral model, which enjoys broad support and remains the best way forward. (File photo)

Hostilities in Gaza and Israel must stop. Palestinian and Israeli civilians are paying an unacceptable price. The violence must give way to a serious effort to reach a compromise on peaceful coexistence in dignity. We know too well what failure to do so will continue to yield.

On my way to Berlin, after good visit to West Africa, to join the Secretary-General at the #Libya summit. Libya needs: support to durably stop the fighting & relaunch peace process. Libya doesn’t need: more violations of the arms embargo, or to become theater of proxy war.

The Security Council just adopted an important text pressing for safe passage for Afghans, unhindered humanitarian aid and upholding of human rights, especially of women children and minorities. We'll be looking intently to the Taliban - and all parties - to abide by commitments.

2022 is starting as 2021 ended, with strife or tensions in Afghanistan, Ethiopia, Myanmar, Ukraine, Yemen and elsewhere. We’ll keep nurturing dialogue and advocating political solutions. But we also need more unity among players big and small to end conflicts and build peace.

Attacks on nuclear facilities are contrary to international humanitarian law. And what we are witnessing in #Ukraine is inconsistent with the principles of the Charter. The fighting must stop immediately.

On my way to the Berlin II Conference on #Libya. We’ll look to advance progress made on the ceasefire - including respect for the arms embargo and withdrawal of mercenaries - political roadmap and elections. Thanks Germany and, especially, Libyans for making the meeting happen.

The Security Council has added its voice to calls for the immediate release of Aung San Suu Kyi, President Win Myint & others held in #Myanmar in the military takeover. Myanmar must return to the democratic path, in line with the will of its people, the rule of law & human rights

The military takeover risks tipping #Sudan into chaos. In Khartoum in July I saw that the transition is the best way to meet the people’s aspirations. That process must be restored, and ALL those arbitrarily detained FULLY freed. Security Council unity is critical here.

We remain fully committed to the sovereignty, independence and territorial integrity of Ukraine, within its internationally recognized borders, in accordance with General Assembly resolutions.

Conflict can have many roots, but once declared it not only kills and maims, it often destroys a society's capacity to cope with fundamental issues. Today, it's #COVID19 and the cataclysmic threat it poses, in Yemen, Syria, the Sahel ... End the violence. Silence the guns now.

Today I am calling for an immediate global ceasefire in all corners of the world. It is time to put armed conflict on lockdown and focus together on the true fight of our lives – the #COVID19 pandemic. bit.ly/33I1hlD

Watching the ceasefire between Israel and Hamas closely. We'll keep backing all efforts to ensure it holds. But the only sure way to prevent new violent outbreaks is to reach a just settlement. Serious negotiations on a two-state solution need to resume as soon as practicable.

I'll be traveling to #Cyprus later today on my first visit to the island. Eager to discuss with the Greek Cypriot and Turkish Cypriot leaders the way forward on the Cyprus issue. I'll also meet youth and women’s groups, and visit the Committee on Missing Persons.

Shocked by the many deaths reported during protests in #Peru. Authorities must ensure respect for human rights and undertake impartial, and transparent investigations into allegations of excessive use of force and rights violations. Demonstrations must be peaceful.

Our work didn’t stop with the postponement of the Istanbul conference on #Afghanistan. We’re continuing to engage with the parties, offering support in the search for a durable, inclusive and just political solution. The women, men and children of Afghanistan deserve no less.

The #JCPOA was a triumph for non-proliferation and multilateralism. Are we ready to see the painstaking efforts of many years slip away? I hope Iran and the US will build on the last few days of talks facilitated by the European Union to resolve any remaining issues.
