SC ID was released to these countries this week or is it the total list of countries where you have launched SC ID? If latter is the case, then I'm sure that it is launched in India as well.
With the recent update, we released a bunch of new features in SCID but we've been rolling out those changes gradually. This list is just the recent countries we've released the changes to. We did India a couple days ago already. :-)
