The rules clearly state that only the players and certified streamers are allowed in the Clan during competition. There is a list of player tags of the certified streamers. Allowing someone in during the competition is grounds for disqualification unfortunately.

It's very very difficult for clans to check lots of join requests during the 15 min prep time. Clans have lots of others things to do too like filling war CC, changing bases,planning who will attack when, etc. Not to forget this rule was introduced just 3days ago

In future some opposing clan could also use this as a strategy and ask their fans to act as "fake streamer" and swarm opposing clan with join request. This can cause clans to either accidently accept the "fake streamer" or they have to spend all of their time checking the tags
