same problem we are facing in india, infact all my clanmate who is on mobile data facing issue and we are using vpn, it work only fine with clanmates who are using wifi.
If you can connect using a VPN, then it means a routing issue with your ISP is causing the issue. If it was our servers it would affect every player, not just players from one region.
