Is the additional 4/8pin CPU power cable fully seated on the motherboard? That can be a cause of strange power issues like these

We had an issue in the CAD lab like this. Had to physically unplug the power and hit the cmos reset button. A couple of error messages to deal with and system time/date to fix, but it worked for us. Just a bug in the boot order.

Disconnect things from the PSU one at a time until it does something different. It is 100% a power issue

Yes disconnect anything non-essentual even cooling.

Looks like a power problem. The board should at least post and beep with a non-functional CPU maybe. - Does the power supply have a 'rail switch'? - What happens when you reset the Bios? - What happens when you disconnect the waterpump connector?

The board seems to re-post when the waterpump starts to spool up and draw amps.

Also check your fan connections are proper - I had a pc not boot because of one fan connector not correctly seated
