The scary thing to people about those types of crime is that even though they're rare, they're stochastic, so the point is that they're always somewhere else until they aren't. They could be anywhere at any time. That's scary for people.

But this is roughly correct, most crime occurs in small concentrated areas. That doesn't mean crime in those areas isn't a problem and people are wrong for thinking about crime this way.

For example, where I live in Manhattan is quite safe, but a friend of mine that's from the Bronx was shot 6 times a few weeks ago (he's ok). Am I wrong to diagnose crime as a problem in the Bronx even though it's safe where I live?

That’s too simplistic. 20% of US lives in rural areas w no crime issues. Say half live in suburbs like me. My suburb is fine but ATL has a crime issue. It involves say 20% of the city. So even many ATL citizens could argue crime is a problem somewhere else in ATL.

I'm sure it has nothing to do with millions of people fleeing to lower crime areas in the last few years, but especially since the pandemic. 70+ shot in Chicago this weekend and they've periodically driven to suburbs to target elderly populations for car jackings
