The Linux Foundation is a trade organization, it cares about what its members care about. The question isn't "Why doesn't LF care about desktop Linux". The question is "Why aren't the companies selling desktop Linux collaborating under the LF?"

It's a 501c6, it's tax exempt because it doesn't generate a profit for shareholders. You can argue about the appropriateness of IRS code, if you want, but LF is just operating under the rules it's been given.

A lot of the projects under LF explicitly support desktop Linux users. Most of the developer documentation for my project assumes you're on a Linux desktop (or at least have a Linux VM on it)

The only consumer Linux project under the Linux Foundation is Tizen, and Tizen is currently structured so that no one but Samsung can actually work on that project. I would argue that @merproject is more open than Tizen is.
