Scotty don't try to spin this. Mueller knows Drumpf obstructed justice, the doc lays out 10 instances of such. He said he could not indict a sitting president based on DOJ rules and that determination should be made by Congress. His only conflictedness is not be able to arrest!

Mueller never said "I would have convened a grand jury and obtained indictments of Trump had DOJ rules allowed it." He COULD have and didn't. He COULD have said "these things ARE obstruction, but we will not seek indictments" and he didn't. "Not exonerated" is not a thing.

Spot on. There's no collusion. There is no prosecutorial decision called "not exonerated". The entire statement by Mueller on obstruction was orchestrated to fuel impeachment NOT because of obstruction (he found none), but because Mueller was from the get-go set on toppling Trump

Mueller asserted that if his team “had confidence that the president clearly did not commit a crime, we would have said so.” They did not say so. That is not an exoneration.
