So, how many decades of refusal to learn and continue to cause massive harm would you think to be appropriate? The point of "directly" is long, long over. You are harming his victims when expecting them to do anything other than set the most consequential boundaries they can.

Even now after experiencing serious consequences there is not the slightest sign of understanding, remorse or change. Why do you advocate to continue letting him get away with harming others due to his position?

I haven't seen anyone advocate for letting him continue to harm folks.

Anyone being homeless is bad and a serious flaw in the system. But this is victim blaming and advocating to not set boundaries and consequences upon someone who harms you and others.

This is a super shitty take, I agree, but it does not advocate letting him harm people.

To be clear I do not in any way advocate allowing someone to harm people without consequence.
