Anyone being homeless is bad and a serious flaw in the system. But this is victim blaming and advocating to not set boundaries and consequences upon someone who harms you and others.

It is, because it blames the person who called out the harmful actions. It's just another way to say: "you shouldn't have called out this in that way, look how he's suffering now!" The only alternative to calling out is to let him continue, if you accept a 30y experiment as proof
