Aid should not be based on the size of the farm. 96% of farms in #NY19 are family-owned & the majority are small farms. They deserve an equal opportunity to get back on their feet & recover losses.

Top 1% of aid recipients received an avg of more than $180k while bottom 80% received less than $5k.
