Along with capping interest rates at Treasury rate levels, we need to implement a loan forgiveness program tied to commitments to public service, stop charging interest rates while students are in school, and strengthen Pell Grants.

Would it be possible to simply not charge interest on loans and move to a purely income-based repayment? Who benefits from charging interest on education loans?
