To be fair to cats and dogs. Dogs serving the police are trained (heavily) to do that job. Lots fail because they love humans too much. Cats fail cause they just don't recognize any authority. Cats are more anarchists (the last bit is a joke for the humor impaired.)

And dogs are *extremely bad* at working for the police. They can't, for example, sniff out drugs for shit, because they're so much more interested in signalling when they think they'll get praised for it. Dogs are humanists.
