The Dunning-Kruger effect is literally just regression to the mean. It doesn't mean people who think they know a lot actually know less: it just means that 100th percentile people think they're (say) 80th %ile, and 0th %ile think they're 20th. We should expect it for all topics.

If there is uncertainty about your relative competence, yes. That isn't always so (e.g. in sports with precise measurements). Also because of general human overconfidence there is a positive skew; the incompetent overrate themselves more than the competent underrate themselves.
