I know people who took it several times, with much tutoring in between, until they were high enough. It may be that this "only" optimises, ie tutoring and childhood environment won't raise you beyond your genetic ceiling, but that means those who haven't extras will be lower.

Sure, that's true. In the UK we don't have SATS but we have GCSEs and it's the same situation. Those whose parents can afford private tutoring will defo pass at the very least, but it won't make them as good as the kids who are just naturally really talented in the subjects.
