This must underlie progressive hopes for a just and enlightened society. You get all these Utopian visions and the will for social upheaval and revolution at near any cost because they think that people are good enough to remain good, if only we had the social structure.

I would say this is broadly a reliable heuristic. But it is not always reliable when libido or other strong emotions - particularly if fuelled by physiological substances like testosterone - are at play.
