If you look at the empirical research on nonvoting, this is a lot more complicating. Case in point: Hitler came to power in Germany with an unusual high voter turnout-

Yes - and this study on contemporary US politics shows that "political moderates", in fact, often have the most extreme political views. They consider themselves moderates or independents as their extreme views doesn't fit neatly into the 2-party system:https://academic.oup.com/poq/article-abstract/73/4/679/1829142 …

Right now researchers in Germany are lamenting that the AFD, which they see as a danger for democracy, achieved its successes at the elections by mobilizing great proportions of former nonvoters.
