I think it's bc "atheist" is a high-SES, high-IQ label, and prisoners tend to come from the opposite end of the bell curve. I'd bet there are lots of non-believing criminals who just wouldn't use that term. They'd probably say something like "it's all bullshit m8" instead.
There are other possibilities that could be tested. Aspects of prison life fostering (feigning) religiosity, privileges for believers (right to see a chaplain), swindling earlier release ect.
