Who cares about competency! Networking and school name recognition has a large beneficial effect and helps you get into circles that other smart(er) people will never be able to reach b/c they don't have the right school on their cv.

All large scale attempts to get children to learn more, I do believe that tutoring of direct instruction might work somewhat, but perhaps along with those we should start prioritizing the most useful skills and knowledge.
