The paper doesn't tell, but I have heard that there are strong regulations concerning serving alcohol to participants in science experiments, because of worries about potential legal problems if bad things happen.

I believe I saw in a documentary that a protein in milk binds to certain receptors on the tongue and prevents the effects of the chilli. It may have been a Michael Mosley documentary.
