If the data indicates automated cars are safer, regardless of perceived safety, won't insurance rates provide a good incentive?

In theory. I think that rate of adoption will be far slower than people expect. Automation will be judged against near perfection, not merely being much better than average. People accept tens of thousands of human caused auto deaths. They won’t accept a high # due to automation.
