Nope. It’s all social conditioning. We need publicly-funded programs to encourage more women to commit crime. The only explanation for underrepresentation is oppression.

But seems like this is more about a greater spread for the distribution and heavier tails, not the mean value, However, the argument is as if it were about a shift for the mean value. Selection for the spread or even tails is perhaps conceivable, but would need some other theory.

Actually, if you had strong selection for something, you'd expect a very narrow distribution. [Mean for an underlying quantity. Once you put this through a function that only yields results on one side, you get a skewed distribution and mean is not very informative.]
