Well, in America, where people are used to using it as a way asserting control. In Australia, if you told patrons they had to start tipping, there would be an uproar. Um, no. The conclusion is wrong. I've worked on those cruises. The people who use them are cheap AF. The undertip. All the time. So obviously they would feel put out being forced to pay more.
