Why measure the disparity at the national rather than local level? The issue is whether particular departments are biased.

Concerning why the data is showing police are MORE biased against whites, I have two explanations: 1) Cops are scared to death of the negative stigma of shooting a black person, so they're more reluctant 2) Crime rates being cited are biased against blacks (paper mentions this)

The abstract says "we find no systematic evidence of anti-Black disparities in fatal shootings" but what they actually found was pretty consistent & large anti-white disparities.
