Reminds me of the book "The gift of fear" (great book BTW) by Gavin de Becker and the section about the antagonizing and dangerous effects that restraining orders might have in some cases.

"We raise the question of why universities have failed to address this possible effect...." Quite possibly because the psychology of profs/stdnts/admins who are drawn to the situations such interventions engender experience conflict, chaos & personal suffering as an incentive.
