Kirby "it's hard to get a perfect grasp on it" to know all potential recruits who hold beliefs but don't acdt... or those that got into military but then radicalized while in the military... or conduct that may be a violent crime, but not clear if motivation was extremism...

If people in the ranks are filling the data of civilian law enforcement, it seems to me those data should be forwarded, along the lines of informing parents of what their kids are up to, so too the military has responsibilities.
