Sorry – yes that was confusing. The impact is based on where the viewer is located. So if the viewer is based in the EU, they won't see the video regardless of your channel settings.

I think that, "the language is still being finalized" is referring to, "the legal language is still being decided on by politicians". The "language classes" was an example of one type of content, of many, that would be affected even though it may not contain copyrighted content

So, they did answer your question, albeit with confusing phrasing. Doesn't matter if you change your settings. It may still be decided that no one in the EU can watch your videos because of Article 13, no matter what kind of content you create.
