Play to the whistle is coachspeak. Means nothing. Hit a runner out of bounds before the whistle blows and watch yellow fly.

out of bounds is easily recognized. If the whistle blew, tell me why they attempted the kick?

whistle blew before RS touch ball or kicker. play is dead before he hit the kicker.
