Eligibility would work both ways: families could take their children's education dollars elsewhere if they believe the COVID-19 restrictions go too far, or if they don't go far enough.

I like this...but shouldn't they be "allowed" to take their children's education dollars elsewhere for any reason whatsoever?

School vouchers for the win!
Shouldn’t just be Covid, should be for any reason or no reason whatsoever… schools don’t have a monopoly right to your child, let them compete for the education dollars.

The only good thing to come from COVID is that so many people have finally figured out that the government isn't their friend, and the educational system is even worse. Hopefully, they take measures to change both.
