Alternatively should families who have children but don't use public schools pay the same rate? My siblings, and I were all homeschooled but my parents still had to pay for schools we didn't use.

Did they also pay for a fire department you didn't use? And a police force that you didn't use? And a library system that you didn't use?

You're not taking into consideration at all the benefit to society of an educated citizenry. Everything works better if people all share a learned minimum competency. Everything, factories, construction, transportation, including government. IF you have 0 kids, you, too benefit
